October 2026: sovereign weights open the month

This dispatch covers 1 through 5 October 2026. The record will continue as the month develops.

On 1 October Anthropic introduced mods for Claude Code, small TypeScript functions that change how the tool works. Claude Code emits an event each time it acts. A mod can run before, after, or instead of it - or wrap it. A mod can rewrite a prompt, block or retry a tool call, redact secrets, or draw new interface elements. Mods ship inside plugins and run in the CLI and desktop app. Mods are not sandboxed; they run with the same machine access as Claude Code itself. Some built-ins now ship as mods - /diff became one.

October opened with Europe’s sovereign bid. On 3 October Aleph Alpha of Heidelberg released Kolibri, an English-German mixture-of-experts Transformer with 78.1B total parameters and 3.46B active, under Apache 2.0 with full weights on Hugging Face. Context reaches 1M tokens, and its Merlin-Arthur protocol withholds answers the context does not support. Built and trained in Germany and Finland under European law, it is the strongest open-weight bid yet for sovereign European AI.

On 1 October a Planet-built prototype satellite carrying four Google TPUs launched on SpaceX Transporter-18, the first in-orbit test of AI chips in space. The next day Prime Minister Mark Carney launched Canada’s 13-member National Council on Artificial Intelligence, including Yoshua Bengio and Michelle Zatlyn, to advise the federal AI for All strategy.

On 4 October President Trump announced a Super Intelligence Force led by Director of National Intelligence Jay Clayton to coordinate federal engagement on super intelligence, with a report on AI risks and opportunities due in 120 days.

On 5 October Reflection AI introduced Beam, a 501B-parameter open-weight model with 23B active parameters and 1M tokens of effective context. Its weights are not out yet - Reflection AI will release them under Apache 2.0 later this month, after final red-teaming and evaluations.

Six entries in five days. The October log is just beginning.
